Following the road towards the "you can't go that way" message, you'll cross a bridge. WebClutter is a major issue and feature of Skyrim. It helps to bring in immersion in its many dungeons, and this macabre set of torture tools which luckily (or unfortunately, depending on how you see it) can't be interacted with.
